Phyllis Carter's cousins are killed in a car accident while under the influence of narcotics. Phyllis persuades Police Lieutenant Jim Hahan to let her work for him as an undercover cop, despite the fact that she is married and has a young son. Phyllis is trained to take on the personality of 'Stuart Lynn', who has robbed a bank in the past. Phyllis gets a job at a drive-in restaurant frequented by a drug gang. Phyllis draws the attention of gang member Willie Down from whom she begins to get information. But Phyllis' husband, concerned about their son's development, wants her to promise to stop her undercover work. Meanwhile, Willie takes Phyllis to Mexico, where a robbery of a drug truck kills the driver and guard.
