An ex-junk becomes a commissioner in the Milan narcotics brigade. Interpol sends him to Genoa to dismantle the drug trade there. Meanwhile, he gets in touch with a madman who announces his murders over the phone. However, a banker cum gangster boss also has something to do with it.
