Television shows allow us to see more character development than a two-hour movie, so it is understandable why some viewers get more emotionally involved in episodic productions.
We see heroes become villains and villains become heroes. Either way, the viewer has bought into what's happening.

It is definitely no surprise to see that Joffrey Baratheon of Game of Thrones tops the list. Expertly played by Jack Gleeson, Joffrey is sadistic, pampered, spoiled, ruthless, violent, misogynistic, cruel and most certainly evil.
Becoming the King of Westeros at such a young age led Joffrey to become completely void of responsibility for his actions. He often orders people to fight to the death for his pleasure and conjures cruel and unusual punishments for petty criminals.
He is not a violent man directly due to his cowardice, but he has his minions perform acts of violence for him. When insulted by his queen, he had one of his knights strike her - as he was told by his mother never to hurt a woman. His demise was celebrated by plenty of Game of Thrones fans.
Interestingly, another Game of Thrones character is in second place - Ramsey Bolton. It isn't an exaggeration to say that Ramsey is even more evil than Joffrey, as he practises the violence and hatred which he preaches. His rape of Sansa Stark is one of the most harrowing scenes in the history of the show.
Shou Tucker of Fullmetal Alchemist: Brotherhood, Rachel Berry of Glee and Todd Alquist of Breaking Bad make up the top five.
Game of Thrones has no less than five characters that feature in the top 20 - Joffrey, Ramsey, Cersei Lannister, Petyr Baelish and Roose Bolton.
